BayFirst Wins FEMA IV&V Contract

BayFirst was awarded a competitively sourced contract to provide IT services for the Federal Emergency Management Agency’s (FEMA’s) Mitigation Division.
Work has begun on an Independent Verification and Validation (IV&V) for FEMA’s Multi-Hazard (HAZUS) software tool. Also included is an evaluation and assessment of HAZUS’ compliance with Section 508. HAZUS is a risk estimation tool to assess the probability and severity of hazards related to earthquakes, high winds, and floods. It employs an extension of the ArcGIS software developed by ESRI, running on GIS platform ArcGIS9.2, and includes an Earthquake Model, Wind Loss Model, and Flood Model. BayFirst is providing IV&V for HAZUS and its companion programs and utilities, including coordination with outside vendors as necessary. This includes final evaluation and testing of the software, analysis of the testing and recommendations for improvement, and facilitation of subsequent software development processes associated with such recommendations. BayFirst is also testing HAZUS for 508 compliance, developing an assessment report for all non-compliant items, and providing follow-on support to FEMA in seeking appropriate exemptions. Ron Q. Williams Joins BayFirstNovember 14, 2007
Ron Q. Williams has joined BayFirst as its 8(a) marketing representative in the Federal marketplace. Mr. Williams has 20 years of Federal government experience acquiring information technology products and services and other professional services and in understanding Federal customer needs/challenges relating to agency missions.
Ron retired as the Assistant Regional Administrator (ARA) for the Federal Technology Service (FTS), US General Services Administration in July 2004. He assumed responsibility for the operations of FTS in the four-state Heartland Region, headquartered in Kansas City in September 1997. Prior to his appointment, Mr. Williams was the ARA for FTS in the Great Lakes Region, headquartered in Chicago.
In his duties, Mr. Williams was responsible for overseeing a large operation of telecommunications services, information technology hardware and software acquisition and integrated information systems and network solutions.
His 34 year civilian service career in government included regional posts with the US Department of Labor, Bureau of Labor statistics as Chief of Federal-State Cooperative Programs and with GSA’s Federal Supply Service as the Director of Customer Service and Marketing. Ron served four years on active duty in the US Air Force and retired with 24 years of total service from the 264th Combat Communications Squadron, Illinois Air National Guard.
Mr. Williams is a graduate of the University of Missouri at Columbia with a Bachelor of Arts degree in political science.

BayFirst Selected for ICS Risk Management Sub-ContractSeptember 24, 2007
BayFirst was recently awarded a sub-contract by International Compliance Systems (ICS) to provide safety and risk subject matter expertise on ICS’ prime contract to the Department of Defense Safety Oversight Council (DSOC). BayFirst will assist ICS in their development of a web-based survey system that links Armed Services organizational climate data to occupational safety and health performance. This system will provide commanders with the necessary insight to make appropriate changes to prevent or mitigate non-combat mishaps, reduce fatalities and injuries, improve operational effectiveness, and increase readiness.

TSA Risk Management Support Contract Awarded to BayFirst

BayFirst Solutions has been awarded a contract by the Transportation Security Administration (TSA) to provide risk assessment, analysis and management services in support of aviation security requirements outlined in Homeland Security Presidential Directive 16 (HSPD-16).
BayFirst, with ABS Consulting as a partner, will work with TSA to conduct a detailed assessment of risk in the Air Domain, focusing upon evaluating DHS’ and TSA’s layered approaches to aviation security. The risk assessment will utilize a Government Accountability Organization (GAO)-approved process that incorporates the identified threats, system vulnerabilities and security consequences, as well as deriving system sensitivities to enhance countermeasures related to protection of critical aviation infrastructures. This risk assessment will then facilitate development of a stakeholder coordination plan to mitigate the identified risks.

BayFirst, with ABS Consulting as prime, was awarded an important SeaPort Enhanced (SeaPort-e) Multiple Award Contract (MAC) by the US Department of Navy. BayFirst will provide support in the following functional areas: R&D Support, Engineering Support, Information Systems/Architecture/Technology, Training, Program Support and Administrative Support.
SeaPort-e enables electronic procurement of Engineering, Financial, and Program Management by the Navy Virtual SYSCOM (VS) Commanders (NAVAIR, NAVSEA, NAVSUP and SPAWAR). NASA Awards Section 504 and Age Discrimination Compliance Project to BayFirst

BayFirst Solutions LLC was awarded a Section 504 and Age Discrimination Act Compliance Review project by the National Aeronautics and Space Administration (NASA). BayFirst will provide relevant expertise and knowledge to NASA regarding regulatory provisions pursuant to these laws (e.g., Federal compliance standards and requirements for architectural and program accessibility) and apply this knowledge through extensive on-site surveys of grant recipients for the agency.

BayFirst Selected as Industry Partner for DHS Eagle

BayFirst Solutions LLC has been selected by two large prime contractors as their industry partner on the recently awarded US Department of Homeland Security’s (DHS) EAGLE (Enterprise Acquisition Gateway for Leading Edge Solutions) contract. The Department-wide contract will be used to provide information technology solutions to DHS and the agencies that support its mission. Our teams are ready to provide solutions and services to support the critical, infrastructure needs of DHS. BayFirst will be participating in three functional categories:
Operations and Management (FC2): Includes all operations and maintenance (O&M) solutions, processes and procedures necessary to sustain systems within the DHS enterprise. These solutions may be required across the DHS infrastructure, to include, but not limited to the following operational areas: data center, help desk and field support services (e.g., desk-side support and LAN administration), network and security operations, and collaboration services (e.g., e-mail, voice and video services). This category includes the full range of O&M solutions from maintaining and upgrading individual pieces of hardware and software to full, managed service solutions.
Software Development (FC4): Includes phases of software design and development including implementation to ensure DHS applications and databases will enable users to meet mission goals. These tasks include the full range of the software development life cycle including but not limited to, concept development, planning, requirements analysis and definition, systems design and development, coding, testing, production, migration, integration and maintenance.
Management Support Services (FC5): Includes the range of business and technical management services involved in the development, implementation and improvement of policies, procedures, guidelines and directives. Related documentation and guidance allow DHS to comply with the requirements of the law and to operate efficiently and effectively. These services encompass areas of IT policy and planning including enterprise architecture, security, training, ERM, BPR, IT transformation and strategy, organizational change and enterprise and program management support.
This multi-award contract covers a five-year period of performance with two option years.
