Defense Commissary Agency (DECA) Case Study — E-Learning

BayFirst is the prime contractor at the Defense Commissary Agency (DECA) at the US Department of Defense. We are converting existing classroom-based training material to web-based training enabling it to be accessible worldwide.

Historically, DECA delivered training in classrooms but because of budget considerations and the improvement of IT technologies, DECA elected to convert to online training, selecting BayFirst as their primary provider of such services. BayFirst has effectively meshed the client’s subject matter expertise with our IT and eLearning expertise, providing course materials, software development, and program management support to address DECA’s most urgent training needs.

BayFirst's latest eLearning project at DECA entails reverse engineering the now-defunct Avaltus Jupiter Learning Content Management System to allow continued use of 67 previously developed XML-scripted courses. The new course presentation system will be SCORM 2004 compliant and consistent in appearance and operation with the client's newer courses using Adobe's Macromedia Flash player and ActionScript. BayFirst is also currently developing a series of eLearning courses in Flash for DECA.

Additionally, BayFirst’s programmers and course developers have recent experience at DECA in creating e-Learning packages with several Adobe Macromedia authoring tools:

• Flash
• Authorware
• Dreamweaver
• CourseBuilder

They have also built a number of courses without specialty authoring tools, using Mod_Perl and Visual Basic

Earlier eLearning experience with DECA included course development in TenCORE, Plato, Summit, Plato,and KnowledgePro, an expert systems language.

Our programmers have also shown their proficiency at DECA, using the latest versions of Perl, PHP, ASP, HTML, DHTML, XHTML, JavaScript, and CSS and in working with the Meridian and Plateau learning management systems.
