FEDERAL CONTRACT VEHICLES

8(a) and Small Disadvantaged Business

BayFirst Solutions has been certified as a participant in the US Small Business Administration’s (SBA)8(a) Business Development program. Additionally, BayFirst is certified as a Small Disadvantaged Business (SDB) in the Federal Government’s SDB program. The term of the program is through June 13, 2012. BayFirst is also one of a few 8(a) companies to have the “2 years of successful business operation” requirement waived due to its extensive management expertise.

Under the 8(a) Program Federal Agencies can exercise a streamlined procurement to allow small business an opportunity to gain a foothold in the Federal marketplace. Additionally, Federal acquisition policies encourage Federal agencies to award a certain percentage of their contracts to SDBs. To speed up the award process, the SBA has signed Memorandums of Understanding (MOUs) with 25 Federal agencies allowing them to contract directly with certified 8(a) firms.


Federal Supply Service - Information Technology (Schedule 70)

BayFirst Solutions is the recipient of a US General Services Administration Federal Supply Service Information Technology Schedule. The Schedule 70 contract provides for streamlined contracting of IT professional services for Federal government agencies and organizations. Agencies may write individual tasks under the contract or they may choose to prepare a Blanket Purchase Agreement (BPA) for services that will be purchased often. BayFirst’s IT Schedule includes ten labor categories that cover the full gamut of IT professional services needs. The contract term is May 20, 2003 through May 19, 2008. US Department of Homeland Security (DHS) EAGLE (Enterprise Acquisition Gateway for Leading Edge Solutions)

BayFirst is an industry partner working with two prime contractors on the EAGLE contract specifically in these functional categories:

Operations and Management (FC2): Includes all operations and maintenance (O&M) solutions, processes and procedures necessary to sustain systems within the DHS enterprise. These solutions may be required across the DHS infrastructure, to include, but not limited to the following operational areas: data center, help desk and field support services (e.g., desk-side support and LAN administration), network and security operations, and collaboration services (e.g., e-mail, voice and video services). This category includes the full range of O&M solutions from maintaining and upgrading individual pieces of hardware and software to full, managed service solutions.

Software Development (FC4): Includes phases of software design and development including implementation to ensure DHS applications and databases will enable users to meet mission goals. These tasks include the full range of the software development life cycle including but not limited to, concept development, planning, requirements analysis and definition, systems design and development, coding, testing, production, migration, integration and maintenance.

Management Support Services (FC5): Includes the range of business and technical management services involved in the development, implementation and improvement of policies, procedures, guidelines and directives. Related documentation and guidance allow DHS to comply with the requirements of the law and to operate efficiently and effectively. These services encompass areas of IT policy and planning including enterprise architecture, security, training, ERM, BPR, IT transformation and strategy, organizational change and enterprise and program management support.


Blanket Purchase Agreement (BPA)

Under the auspices of General Services Administration Federal Technology Service Heartland Region, BayFirst Solutions is the recipient of a Blanket Purchase Agreement to provide management and related technology consulting services. These services include but are not limited to:
