James Fagan, Vice President for Enterprise Solutions Delivery
Jim leads a team of consultants providing programmatic and technical consulting services throughout the Department of Homeland Security (DHS) and Department of Veterans Affairs (VA). Jim was previously a Technical Director at Nortel Government Solutions, where he led software development and systems engineering engagements for a range of federal law enforcement customers. A graduate of the University of Virginia (BS, Systems Engineering), he has post-graduate degrees from the George Washington University (MS, Information Systems) and the University of Maryland (MBA). He is a certified Project Management Professional (PMP), and is a member of the International Association of Chiefs of Police.
Tommey Meyers, Vice President for Risk and Security Solutions
Tommey leads BayFirst’s team of risk and security management professionals, providing program support throughout the Department of Homeland Security (DHS), including the Transportation Security Administration (TSA), U.S. Coast Guard (USCG), and National Protection and Programs Directorate (NPPD). Prior to his time at BayFirst, he spent 24 years serving in the U.S. Coast Guard, leading efforts there to inculcate risk management as an organizational core competency, ensuring that risk principles were integrated into all facets of the USCG’s operations. A graduate of the U.S. Coast Guard Academy (1986, Chemistry), he has post-graduate degrees from the University of Washington (1997, Environmental Health) and from the Naval Post-graduate School (2005, Security Studies). He is a Certified Industrial Hygienist (CIH), a certified Project Management Professional (PMP), and is a member of the American Conference of Governmental Industrial Hygienists (ACGIH) and the Security Analysis and Risk Management Association (SARMA).
Franz-Josef Wesner, Vice President of Business Development
Franz is responsible for growing BayFirst’s market share within both the government and commercial sectors. Franz plays a critical role in all aspects of BayFirst’s business growth efforts, including opportunity identification, development and relationship cultivation with both clients and teaming partners alike. Prior to joining BayFirst, Franz directed the nationwide sales efforts of FedSources’ market intelligence services in McLean, VA. In his role as sales manager, Franz led the FedSources team to increased sales of 27%. Previous to managing the sales team, Franz was the top-producing Senior Account Executive at FedSources for two consecutive years and held various sales and business development roles in the DC Metro area. He holds a bachelor’s degree in Business Administration from the University of Mary Washington and is a graduate member of the National Society of Collegiate Scholars.
Kevin Gooch, Vice President
Kevin leads a team providing services to the government, including technical and management consulting, advice on technical topics, financial management, administrative support, project management support, conference planning, multimedia development, and strategic planning. He specializes in CBRNE defense and counterterrorism, health security, building protection, and continuity of operations planning. Prior to joining BayFirst, Kevin was a Principal at Booz Allen Hamilton where he led 250 employees supporting the Department of Homeland Security. He holds a Bachelor’s degree in Chemical Engineering from Vanderbilt University, a Master’s degree in Environmental Science from Johns Hopkins University, and a Master’s of Business from the Carey Business School at Johns Hopkins University.
Barbara Faith, Comptroller
Barbara is responsible for administering and monitoring the company’s finances to ensure they are maintained in an accurate and timely manner. Barbara is responsible for financial statements, invoicing, maintaining accounts payable, payroll, budgets, bank statements, general ledger, balance sheets and audits. Her prior background includes 23 years as Comptroller (Vice President) of a US$30M company in Maryland with 110 employees; she also served on the Board of Directors and was the trustee for the ESOP within the company. In addition to several awards for achievement, Barbara also holds a real estate license.
