Led by Managing Partners who are veterans of large professional services consulting organizations, the BayFirst leadership team understands what is required to ensure success on large program management, technical and government contracts.

With a team comprised of skilled and passionate individuals from a wide variety of backgrounds, BayFirst’s leadership is well-equipped to respond to the most difficult of problems by leveraging each of their unique skills and perspectives.

Robert W. Rice, President and Managing Partner

At BayFirst, Rob oversees all strategic initiatives to ensure the advancement of client missions and the cultivation of key client relationships. Prior to BayFirst, Rob worked as an information technology consultant at Booz Allen Hamilton and PricewaterhouseCoopers. In addition, Rob is active in professional and charitable organizations. He serves on the Board of Trustees for Rochester Institute of Technology (RIT) in Rochester, NY and is a member of the Board of Directors of the NTID (National Technical Institute for the Deaf) Foundation. Rob also led the firm-wide effort that transformed BayFirst’s offices into an art gallery showcasing the achievements of artists who are Deaf or hard of hearing. Rob is a graduate of Rochester Institute of Technology where he earned a Bachelor of Science in Management and Leadership and a Master of Business Administration. He also has a certificate in Assistive Technology from California State University, Northridge and is certified as an ISO9001 quality auditor by the International Organization for Standardization.

Elliot D. Rosen, Managing Partner

Elliot brings more than 30 years of strategic leadership in government, technology and management consulting to the team. Elliot has had central roles winning, organizing and leading large-scale, complex assignments in telecommunications, transportation, healthcare and information technology. Today he provides top level leadership on all client delivery and internal processes at BayFirst. In the community he serves as a Trustee of the Bowdoin International Music Festival and Chairman Emeritus of the Board of Directors of the Dance Exchange Inc. Elliot also served as a Trustee of the Maryland School for the Deaf and on the Board of Associates of Gallaudet University.  Before forming BayFirst with Rob, Elliot was a partner and vice president of Booz Allen Hamilton. Elliot has a BA degree from Wittenberg University and an MS degree from Ohio University.
