Program Science & Engineering Technical Assistant (SETA)
This position will support systems studies projects at a government location.

Essential Duties:

  • Provide overall technical monitoring of the Systems Studies and RTI Projects: (1) ensure Statement of Work tasks are completed as negotiated in the award; (2) milestones are met; and (3) fiscal commitments/obligations/expenditures are appropriate. Recommend redirect or improvements to Program Manager (PM) if necessary.
  • Maintain a historical timeline with electronic and paper documentation of contract administration for performers in the Systems Studies Projects.
  • Assist in preparation of internal documents and correspondence for PM.
  • Coordinate/organize program reviews, site visits, and workshops of performers within the Systems Studies Projects.
  • Lead on interactions with Office of Procurement Operations.
  • Responsible for all PRs, contract negotiations/mods.
  • Action officer for invoices and payment tracking issues.
  • Maintaining PM’s calendar, scheduling QPRs, site visits, etc.
  • Responding to and coordinating all data call responses for PM portfolio.
  • Curation of the Program’s shared drive and hard copy files.
  • Schedule travel for PM.
  • Development of other program documentation as required
Qualifications:
  • Must have a B.S. in an appropriate scientific or business discipline (e.g. business administration, management, engineering, etc.)
  • High proficiency of Microsoft Office Programs (Excel, Word, Access, PowerPoint, FrontPage).
  • Excellent communication, written, and organizational skills.
  • Ability to multi-task and respond to quick turn-around requests.
  • Previous experience in a federal program management or contracting environment is a plus.
  • Background in Chem/Bio/Explosive systems and/or IT integration systems is a plus.
  • Must be able to qualify for interim security clearance.

Guidelines for Interim Security Clearances

Many of our US Government clients require a security clearance. If you do not currently have a security clearance you will need to make a determination on your own if there is anything in your background that may slow down receiving a clearance. Most of our clients, upon agreeing to a candidate for hire, can not wait more than a week or two for an interim clearance to be processed. Most candidates are eligible for granting a security clearance. However, there are circumstances which can significantly slow down the receipt of an interim clearance. If an interim clearance is not granted, candidates will not be eligible for employment for this position with BayFirst Solutions LLC.

The following are guidelines only. They are not the formal written policy of the United States Government.

1. Citizens of other countries are rarely granted security clearances.
2. Individuals with dual citizenships (US and other) are rarely granted security clearances.
3. A naturalized person is treated as a citizen. However, naturalized citizens may have their interim clearance denied regardless of the length of their naturalization. A denial of an interim clearance may not reflect the government adjudicator’s final decision; but the inability to receive the interim clearance would make a candidate ineligible for employment.

4. Citizens with foreign born parents whether naturalized or not may be eligible for a final clearance but most often will not be eligible for an interim clearance. As above, the inability to receive the interim clearance would make a candidate ineligible for employment.
5. The following are reasons for denial of clearances:

a. Falsification of the clearance application will always lead to a denial.
b. Conviction of a felony will always lead to a denial.
c. Issues such as financial trouble, including insufficient funds, bankruptcy, and bad check writing, illegal drug or heavy alcohol use, excessive foreign contact, or unexplained affluence. These would all need to be explained and investigated thoroughly. The length of time required for the investigation can be 18 months or more.
